PSC Pre-inspection

Overview

The PSC Pre-inspection Programme is designed to provide preliminary inspections of vessels at the request of shipowners before the Port State Control Officer (PSCO) boards the vessel at the last domestic port before entry into a regional MOU port or at a foreign port within the regional MOU jurisdiction. Inspectors from the dedicated Convention Compliance Team conduct pre-inspections based on the PSC Checklist to prepare vessels adequately for PSC inspections.

Objective

The primary objective is to allow shipowners to proactively manage and mitigate the risk of detention by enabling pre-inspections at convenient locations and times prior to PSC inspection.

Eligible Vessels

  • Ships scheduled to visit ports in regions with stringent PSC enforcement such as the United States (including Guam), Europe, and Australia.
  • High-Risk Ships (HRS) and ships detained within the past three years.
  • Ships making their first visit to a regional MOU port within the last three months.
  • Tankers, bulk carriers, and hazardous cargo vessels (subject to Enhanced Survey Programme) visiting a regional MOU port for the first time.
  • Vessels whose masters or officers have not previously undergone regional MOU PSC inspections, or ships crewed by personnel with limited English proficiency.
  • Other vessels upon specific request by shipowners (limited to vessels inspected by KOMSA).
