IMO Data Collection System

IMO DCS (Data Collection System for Fuel Oil Consumption) Overview

Adoption objective

  • Analyze status of emissions by collecting Fuel Consumption of Ships data from ships operation overseas, and utilize results to diagnose ship energy efficiency
  • Secure basic data to establish IMO ship emission reduction strategy(2023) and develop reduction policies

Key contents

Summary of the system

  • For ships with total tonnage of over 500 tons operation overseas, establish plans(Ship Energy Efficiency Management Plan Part II, hereafter referred to as "SEEMP Part II") to collect fuel oil usage and get approval from "principle institution" or an "agency designated by the principle institution", and collect fuel oil usage data from Jan 1, 2019.
  • Report yearly Fuel Consumption of Ships data collected to the "principle institution" or an "agency designated by the principle institution"
  • "Principle institute" or the "agency designated by the principle institution(RO)" that received the report conducts verification of the data reported, and electronically submits them to the IMO
  • IMO builds a database to manage·analyze the Fuel Consumption of Ships data submitted, and publishes a yearly analysis report and shares the ship emission status with the rest of the world

Applicable ships

  • Ships with Gross Tonnage of over 5000 tons that navigate international waters
    (Excluded: FPSOs, FSUs, Drilling Rig ships, ships without propulsion engine installed)

Report content

  • Fuel Consumption of Ships, operation distance, operation time, data collection period, ship identification data and specifications (Gross Tonnage, net tonnage, dead weight capacity tonnage, main engine·auxilliary engine power, etc.)

Basis of agreement

  • MARPOL Annex Ⅵ, Reg. 22A : Collection and Reporting of Ship Fuel Oil Consumption Data
  • Res.MEPC.282(70) : 2016 Guidelines for the development of a ship energy dfficiency management plan(SEEMP)
  • Res.MEPC.292(71) : 2017 Guidelines for administration verification of the ship fuel oil consumption data

Role of RO(Recognized Organization)

RO designated by the principle institution conducts the following regarding the operation of the IMO DCS system.

  • Approve SEEMP Part II and issue COC
  • Verify ship Fuel Consumption of Ships & issue SOC
  • Report ship Fuel Consumption of Ships to the IMO

Ship Emission Management System(SEM) overview

A system to collect and systematically manage information of emission created by domestic·foreign ships

Key functions

Electronic survey of yearly ship fuel oil used by coastal transport

Enables shipping companies to electronically implement 'simultaneous survey of fuel oil usage by ships'

Analyze data to calculate yearly coastal transport emissions and create basic information for establishing policy based on fuel oil usage data recorded, and provide statistics information

Support implementation of emissions·energy target management system

Query documents submitted to the National Greenhouse-gas Management System(NGMS), such as statements, implementation plans, implementation results report, etc. & provide expected emission simulations

Support implementation Electronic survey to implement IMO DCS(Data Collection System for Fuel Oil Consumption)

Operating a platform that enables reporting of data for shipping companies to implement IMO DCS, verification, issuing of SOC, and submission to IMO, etc.
